Smurfit Westrock submitted a conditional use application to construct a 28-foot by 42-foot addition to an existing building at its paper mill. The addition would house electrical switchgear designed to upgrade the facility’s electrical service and replace approximately 30-year-old equipment to improve safety and reliability.
All the documents for the conditional use are available on this page. If you’d like to view the application documents in person, there’s a set available for public inspection at the Township Municipal Center (1155 Red Fox Rd, East Stroudsburg, PA 18301) M-F, from 8:00AM – 4:30PM.
This application is for a conditional use under the Floodplain regulations. A conditional use is a use or activity that is permitted by the Zoning Ordinance only after a hearing and approval by the Township. The applicant must demonstrate that the proposal complies with the applicable ordinance standards, including those governing development within the floodplain. During the hearing, the Board of Supervisors will consider the evidence presented by the applicant as well as any testimony or exhibits offered by interested parties before rendering a decision.
If the conditional use application is approved, the Applicant must still obtain any required permits and approvals before construction may proceed. Any outcome of the conditional use hearing may be appealed to the Monroe County Court of Common Pleas. If the Board of Supervisors votes against the conditional use, the Applicant may appeal the decision. If the Board of Supervisors approves the conditional use, objectors may appeal the decision.
The public hearing on the application was held on Wednesday, July 22, 2026 during the regular Board of Supervisors meeting. The Board granted the Conditional Use conditioned upon compliance with the Township Engineer Letter of June 29 (to include satisfaction of Pennoni’s certification of point of elevation at the site of construction.)
