Smithfield Township is accepting applications for an experienced full-time employee to serve as the Director of the township’s Department of Public Works.

Applicants must have experience in personnel management, working on roads, snow plowing, and operating equipment, and have a valid driver’s license and a valid CDL license (minimum Class B). All candidates are subject to passing random drug and alcohol testing. This position provides a competitive wage ($60,000 – $73,000/year, DOQ), paid overtime, paid time off, and fully paid family benefits.

TITLE: Department of Public Works Director

HOURS: 40 hrs/week

DEFINITION: The Department of Public Works Director is responsible for scheduling, planning, and coordinating the direction of the roadcrew in the construction, maintenance, plowing, and repair of township roads, property, and facilities.

TYPICAL DUTIES:

  • Directs all activity of the roadcrew as it relates to roads, constructions, installation, road and shop maintenance, and repair projects
  • Directs all activities related to township park maintenance, including trail management, refuse removal, field management, and equipment installation
  • Discusses work assignments procedures, and materials with crew leaders, inspects work during process and upon completion, may be called upon to operate various types of equipment in conjunction with work progress
  • Inspects roads and bridges for paving work, potholes, and other conditions requiring maintenance or repair. Checks catch basins, storm drains, and ditches for clogging.
  • Receives and investigates complaints from constituents
  • Directs snow and ice removal and other clearance operations in the township
  • Inspects roads, easements, and driveway permits
  • Evaluates, schedules, and executes maintenance of projects within the Township parks as directed by the Board of Supervisors
  • Ensures all work performed by the township roadcrew is done in a safe manner and conforms to federal and state laws
  • Reviews projects and work completed for the township by independent contractors
  • Acts as the liaison for PennDOT and other applicable federal and state agencies
  •  Manages all 811 calls
  • Determines and prepares specifications for new or replacement equipment in conjunction with budget restrictions
  • Prepares specifications for new construction and contract bids in conjunction with the township engineer
  • Inspects all roads or facilities before dedication and reports findings to the Board of Supervisors
  • Conducts and maintains inventory of equipment and supplies, reviews expenditures, establishes priorities, and creates cost estimates of anticipated work. Prepares and manages an annual budget for the department.
  • Evaluates and makes recommendations regarding maintenance crew staffing. Conducts annual and other required evaluations or disciplinary processes.
  • Conducts new hire training and provides instruction on duties, responsibilities, safety training, operations, and policies
  • Prepares activity reports for the Board of Supervisors as required
  • Certifies employee timesheets

REQUIRED SKILLS:

  • High school diploma or general education degree (GED); and twenty-four (24) months of related experience and/or training; or equivalent combination of education and experience
  • Must possess a valid driver’s license and CDL License
  • Ability to read and interpret documents such as OSHA and other safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence
  • Must have working knowledge of the methods, practices, materials, tools, and equipment used in road maintenance and construction work. Knowledge of laws, rules, and regulations related to construction and maintenance of municipal streets, bridges, and signs.
  • Must be competent in use of all municipal-owned equipment
  • While preforming the duties of this job, the employee is frequently required to stand; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and walk, sit, talk, and hear. The employee is occasionally required to taste and smell. The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 70 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and depth perception
  • While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to wet and/or humid conditions, moving mechanical parts, and fumes or airborne particles. The employee is occasionally exposed to high, precarious places and toxic or caustic chemicals. The noise level in the work environment is varied and may be loud or continual.
