The Code of Ordinances of Smithfield Township is current through Ordinance 223, passed December 16, 2015.

Building Permits

These forms are provided to applicants as a way to verify that all required information is available, and to issue a permit. Please fill out both the checklist and the permit application. If the construction has a second story, then the Second Floor information must her completed as well. Be sure to read the Storm Water Management Ordinance Compliance. If applicable, fill out the SALDO application (all these forms may be downloaded as pdf).

Mail or deliver applications and required documents to the Zoning Officer who will determine the fees, and, if necessary, submit to the Zoning Board for approval.

Conditional Use Zoning Approval -Public Hearing
Download and filll out the application for a Public Hearing, submit by mail or deliver to the Zoning Officer.

Complaint Form
Download the form and mail, or deliver to the Township Secretary. There are no charges for complaints.

Driveway Permit
Required to construct a driveway that connects to Township road. The permit fee is $50. Download the form and mail (with check) or deliver to the Zoning Officer.

Fire, Life & Safety Permit
The fee is $125, but you must also make a separate payment of $250 to the building inspector. Download the form and mail (with check for $125.00) or deliver it to the Zoning Officer  The Building Inspector fee ($250) must be paid directly to the Building Inspector. Contact the Township Secretary for more information.

Joinder Deed/Lot Consolidation Procedures
These are procedures to join two or more lots into one for taxing purposes. This information must be provided to the Township Secretary, Township Engineer, and Township Attorney — see the instructions on the procedures page (forms may be downloaded).

Road Occupancy Permit
Required for any work on under, or adjacent to Township roads and right-of -way (such as work on cable, water, sewer or gas lines). The fee is $50 plus $500 refundable deposit, plus $6 per square foot of right-of-way roadway disturbance. Download and submit  to the Zoning Officer who will calculate total fees.

Sign Permit -Temporary
Permit pursuant to Chapter 27, Section 504. Please go to Documents/ Ordinances on the Township website and read the relevant rules for the type of sign and location where you plan to place your sign. There are many different rules that may apply.  Download the form and mail (with check), or deliver to the Zoning Officer. The permit fee $50. plus a $100. deposit (total to be paid=$150.00) The deposit will be returned when the temporary sign is removed. Download FormDownload Form      


Sign Permit -Political
There is no fee for this sign, but the rules are that signs can not be put up in the Township more than 30 days prior to the election and must be taken down within 5 days after the election. Download and mail or submit to Zoning Officer.

Sign Permit-Permanent -non-electric
Permit pursuant to Chapter 27, Section 504. Please go to Documents/ Ordinances on the Township website and read the relevant rules for the type of sign and location where you plan to erect your sign. There are many different rules that may apply.  For a non-electrical sign the fee is $100. Downloaded and mail (with check) or deliver it to the Zoning Officer.

Sign Permit -Electric

Special Event Permit
Please note on this form the requirement for a certificate of insurance naming the Township as additional insured that must be submitted with this form. The permit fee is $50. Download the form and mail (with check) or deliver to the Zoning Officer.
